refactor: update terminology from 'rejected' to 'declined'

- Change UI labels to use 'Declined' (matching Letzshop terminology)
- Rename rejectOrder() to declineOrder() in JavaScript
- Add Declined stats card to orders dashboard
- Keep internal sync_status value as 'rejected' for backwards compatibility
