Add 4-layer access control stack (subscription → module → menu → permissions):
- P1: Wire requires_permission into menu sidebar filtering
- P2: Expose window.USER_PERMISSIONS for Alpine.js client-side gating
- P3: Add page-level permission guards on store routes
- P4: Role CRUD API endpoints and role editor UI
- P5: Audit trail for all role/permission changes

Includes unit tests (menu permission filtering, role CRUD service) and
integration tests (role API endpoints). All 404 core+tenancy tests pass.

be248222bc feat: dynamic merchant sidebar with module-driven menus
Replace the hardcoded merchant sidebar with a dynamic menu system driven
by module definitions, matching the existing admin frontend pattern.
Modules declare FrontendType.MERCHANT menus in their definition.py, and
a new API endpoint unions enabled modules across all platforms the
merchant is subscribed to — so loyalty only appears when enabled.

- Add MERCHANT menu definitions to core, billing, tenancy, loyalty modules
- Extend MenuDiscoveryService with enabled_module_codes parameter
- Create GET /merchants/core/menu/render/merchant endpoint
- Update merchant Alpine.js with loadMenuConfig() and dynamic section state
- Replace hardcoded sidebar.html with x-for rendering + loading skeleton + fallback
- Add 36 unit and integration tests for menu discovery, service, and endpoint

Resolves the billing (core) → monitoring (optional) architecture violation
by moving CapacityForecastService to the monitoring module where it belongs.

- Create BillingMetricsProvider to expose subscription counts via stats_aggregator
- Move CapacitySnapshot model from billing to monitoring
- Replace direct MerchantSubscription queries with stats_aggregator calls
- Fix middleware test mocks to cover StoreDomain/MerchantDomain fallback chains

- Auto-fixed 4,496 lint issues (import sorting, modern syntax, etc.)
- Added ignore rules for patterns intentional in this codebase:
E402 (late imports), E712 (SQLAlchemy filters), B904 (raise from),
  SIM108/SIM105/SIM117 (readability preferences)
- Added per-file ignores for tests and scripts
- Excluded broken scripts/rename_terminology.py (has curly quotes)

0b37274140 fix(subscriptions): fix subscription UI and API after store→merchant migration
Store detail page now shows all platform subscriptions instead of always
"No Subscription Found". Subscriptions listing page renamed from Store
to Merchant throughout (template, JS, menu, i18n) with Platform column
added. Tiers API supports platform_id filtering.

Merchant detail page no longer hardcodes 'oms' platform — loads all
platforms, shows subscription cards per platform with labels, and the
Create Subscription modal includes a platform selector with
platform-filtered tiers. Create button always accessible in Quick Actions.

Edit modal on /admin/subscriptions loads tiers from API filtered by
platform instead of hardcoded options, sends tier_code (not tier) to
match PATCH schema, and shows platform context.

c3d26e9aa4 refactor(migrations): squash 75 migrations into 12 per-module initial migrations
The old migration chain was broken (downgrade path through vendor->merchant
rename made rollbacks impossible). This squashes everything into fresh
per-module migrations with zero schema drift, verified by autogenerate.

Changes:
- Replace 75 accumulated migrations with 12 per-module initial migrations
(core, billing, catalog, marketplace, cms, customers, orders, inventory,
cart, messaging, loyalty, dev_tools) in a linear chain
- Fix make db-reset to use SQL DROP SCHEMA instead of alembic downgrade base
- Enable migration autodiscovery for all modules (migrations_path in definitions)
- Rewrite alembic/env.py to import all 75 model tables across 13 modules
- Fix AdminNotification import (was incorrectly from tenancy, now from messaging)
- Update squash_migrations.py to handle all module migration directories

b03406db45 feat: implement module-driven context providers for dynamic page context
Introduces a module-driven context provider system that allows modules to
dynamically contribute template context variables without hardcoding imports.

Key changes:
- Add context_providers field to ModuleDefinition in app/modules/base.py
- Create unified get_context_for_frontend() that queries enabled modules only
- Add context providers to CMS module (PLATFORM, STOREFRONT)
- Add context providers to billing module (PLATFORM)
- Fix SQLAlchemy cross-module relationship resolution (Order, AdminMenuConfig,
MarketplaceImportJob) by ensuring models are imported before referencing
- Document the entire system in docs/architecture/module-system.md

Benefits:
- Zero coupling: adding/removing modules requires no route handler changes
- Lazy loading: module code only imported when that module is enabled
- Per-platform customization: each platform loads only what it needs
- Graceful degradation: one failing module doesn't break entire page

c614b7d74c feat: extract billing module with routes (Phase 3)
Create app/modules/billing/ directory structure with:
- definition.py: Module definition with features and menu items
- routes/admin.py: Admin billing routes with module access control
- routes/vendor.py: Vendor billing routes with module access control

Key changes:
- Billing module uses require_module_access("billing") dependency
- Admin router now includes billing module router instead of legacy
- Module registry imports billing_module from extracted location
- Routes have identical functionality but are now module-gated

Module structure pattern for future extractions:
  app/modules/{module}/
  ├── __init__.py
  ├── definition.py (ModuleDefinition + router getters)
  └── routes/
      ├── __init__.py
      ├── admin.py (require_module_access dependency)
      └── vendor.py (require_module_access dependency)
